This is an overview of additional reporting obligations such as EKAER and BIreg
EKAER stands for Electronid Public Road Trade Control System. Traders shall declare the movement of the notifiable product by motor vehicle, which movement aims to supply of goods (HU2HU and HU2EU), acquisition of goods (EU2HU) or has other purposes (EU2HU and HU2EU) and entails public road transportation. The list of notifiable goods and more information can be found on the ekaer.nav.gov.hu website.
The affected trader must first register for EKAER (one time registration), then make declarations in the EKAER system on the movement of goods. It is possible to outsourse the EKAER declaration, typically to the freigh forwarders.
Bireg is the Advance Electronic Licence Registration System. The Ministry of Innovation and Technology has set up an electronic system (BIREG) to monitor and trace the legal use of bilateral and multilateral authorizations used for the international carriage of goods by road and to verify the regularity of cabotage operations.
The operator of the vehicle subject to license shall register in Bireg (oneoff registration), declare trips and the licenses applied as well as provide deteails about the trip events (loading, unloading, crossing the border). The consignor and consignee shall register in Bireg and review whether the vehicle operator has fullfilled its obligation.
